8th CPC Fitment Factor: What We Know
Last updated: 4 November 2026
The fitment factor is one of the most-watched numbers ahead of any pay commission. It determines how much an employee's Basic Pay changes when a new pay structure is implemented. This page separates what is officially confirmed from what is proposed, reported, or simply our own working estimate.
8th CPC status, at a glance
| Item | Status |
|---|---|
| Commission constituted | Official 3 November 2025 |
| Terms of Reference | Official Approved 28 Oct 2025, notified 3 Nov 2025 |
| Final fitment factor | Not Yet Announced |
| Final pay matrix | Not Yet Announced |
| Implementation / effective date | Not Yet Announced |
Note the distinction: the Commission and its Terms of Reference are officially confirmed. The fitment factor, pay matrix and implementation date are separate, later steps that have not happened yet.
What exactly is a fitment factor?
It's a single multiplier applied to an employee's existing Basic Pay to compute the new Basic Pay under a revised pay commission. A fitment factor of 2.0, for example, would double Basic Pay.
Historical and current figures
| Pay Commission | Fitment Factor | Status |
|---|---|---|
| 6th CPC | 1.86 | Official |
| 7th CPC | 2.57 | Official |
| 8th CPC — federation demand (e.g. FNPO memorandum) | up to 3.00 | Proposed |
| 8th CPC — used on this site | 1.92× | Estimate |
Why federations and the government typically disagree
Employee federations generally push for a higher fitment factor to maximize real wage growth after inflation, while the government weighs the fiscal cost across a very large employee and pensioner base. Historically, the final notified number has landed between the two positions — but that is a pattern, not a guarantee for the 8th CPC.
